Rwanda's P.S.-Imberakuri Party leader Bernard Ntaganda tried to run for president against sitting Rwandan President Paul Kagame, as did FDU-Inkingi Party leader Victoire Ingabire, in 2010. Neither were allowed to run, and instead, both were imprisoned and have been since. Bernard Ntaganda is now in perilous condition after going on hunger strike against torture and inhumane conditions in Rwanda's Mpanga Prison, also knowns as Rwanda's Guantanamo. Rwanda has been a close ally and military partner of the U.S. since 1994.
